Well when i play karthus on summoners rift he doesnt speak. I have checked settings and my team doesnt hear him speaking either. i play euw. Other champions speak. And i only can hear his books noice :D

I posted a thread about this in the bugs section so if you want details you can check that out. I have been having sound issues with my client. Perhaps they are related? Hopefully this helps.
