Provisionals Bug

So my friend got banned last season and did not receive end of season rewards but was Plat. Apparently not getting rewards allows him to play his provisional with a different friend who is bronze, but I can't because I was gold. Is this a bug because of him not getting rewards?

I think it might be just due to the season just now starting? Since both players should be considered 'unranked' until they finish provisionals?

it wont let me play with the bronze friend from last season

If he was plat and got banned, he probably lost all his MMR.
