lower queque for bugsplat

I have no idea why this became an issue again after being almost completely forgotten in the mind of league players, but i have got an enormous amount of bug splats lately. Usually they are over quick enough i can get into game so its more of an annoyance than anything. Recently however, a bug splat took an obscene amount of time and i got hit by the leaver buster. Now dont get me wrong, i appreciate the leaver buster as its a good way to get kids to stop afking and leaving my ranked games. In this specific scenario though, i feel it is a bit unjust to punish me for something that went wrong on riots end. So until the issue is fixed, i'll be sitting in lower priority queque's for 20 minutes just to play a single game of league of legends. yay
