Kai'Sa isn't out yet. She will be released later this patch.

Good luck I've put in a ticket over an hour ago now posted a board myself on help and support and have had people be like "its not uncommon for riot to not release directly when the patch drops blah blah blah" Hell I don't think they have released her anywhere yet when it specifically says this in the patch notes Kai'Sa, Daughter of the Void will be released with patch 8.5!
