[Gameplay] Ahri - 0% AP Scaling on Essence Theft

I've noticed that the AP scaling on essence theft resets to 0% once Ahri reaches level 2. This seems to occur in every scenario (skins, customs, normal games, ranked games). This is most likely not a tooltip issue as it becomes noticeable when you reach level 18 with max AP; you are only receiving a very small amount of on-hit spell vamp most likely coming only from her base vamp (the 18 per on-hit at level 18).

1. Check Essence Theft Ratio (Level 1 is normal)
2. Get to level 2
3. Essence Theft Ratio Reduces to 0%
