In a custom game today, Playing Kassadin. The passive damage from his W applies on hits on towers. Activated however, the damage does NOT apply to towers, reduced to basic attack damage only, unmodified. Is this intended?

Deucezwild1 voteswhats the point of that? You deal more damage NOT activating an ability? It should either deal no damage to towers from the W at all, or it should deal it on BOTH passive and active use.
