[Gameplay] Frost Queen's Claim bonuses not activating

Hi, I noticed this very often, but when I have frostfang, frost queen's claim, or the first spellthief item, when I have visibly 3 stacks to use to damage building or enemy, when I actually hit the turret or an enemy, nothing happens. It is stacked and ready for use and I actually should be activating and gaining extra gold or causing more damage, but nothing happens. I noticed this when I have been playing Morgana either as Mid or Support quite often, at least 1-2 times each game. Her Pool does no damage or when hitting turret with multiple stacks, nothing happens. PLease look into this fix as this creates a gold and damage deficit each game that can amount to a significant amount.
