delayed animations and sound

Please help, because this is making the game absolutely unplayable. The issue is, that my animations and sound or even effects would appear a few seconds later. Often it also occurs that the dmg is being dealt, but the animations catch up all at once and appear in a big BOOM of everything that has happened in the last few seconds (teamfights).

the instances i encountered this: (problem isnt limited to this, am only giving an explanation)

• like tresh E, would appear but the knockback would for me, happen 2s later
• ekko W, i can release it and walk in the sphere, but i would get the shield 2s after i entered the sphere

My ping has been a regular 40-50 and my fps is constantly over 100. I have already uninstalled and reinstalled the game, rebooted the pc many times, nothing helps. Pls help
