Ezreal Q bug with ludens echo

I don't know if this is supposed to be intended but Ezreals Q does not apply the ludens echo passive, His W,E, and ult doesn but his q does not. Ludens echo reads "next spell will expend all charges and do blah blah magic damage" is Ezreals q not a spell? Does it have something to do with his Q applying on hit affects?

This is normal. Abilities that apply on-hit effects are basically treated as auto-attacks with bonus damage, rather than spells. Luden's applies only on spell damage.
