LeBlanc Tips page out of date?

Looks like the third tip on LeBlanc's Tips page still describes Sigil as having a silence. Says prevents players from blinking away when used with chains but I assume it's referring to the silence+snare combo previous to the change. Unless I'm completely missing something...
