[GAMEPLAY] Rammus Powerball Fog of War Vision Bug

When Rammus Powerballs in fog of war and then rolls at the enemy team, he 'teleports' into vision instead of rolling out of the edge of fog of war. Was pushing a tower with 2 allied champions and Rammus popped into vision on top of us, like he was an invis Teemo. Not the most fun way to lose a ranked game :/ (loss prevented pls? :P )

Replicated the bug in a custom, works consistently:

1. Buy mobility boots on Rammus and get to max level for movespeed on Powerball.
2. Have enemy champion stand still in river.
3. Rammus stands in fog of war a fair distance from the enemy.
4. Rammus activates Powerball while in fog of war and clicks near enemy champion.
5. On enemy champion's screen, Rammus will 'teleport' out of fog of war.
