Sivir URF Glitch

I was playing Sivir yesterday in beginner bots and I was at the enemy base when I cast the second ult of the game. It caused the sides of the screen to go yellow and everybody was moving so fast, the turrets couldn't even catch us. Then I realized the cooldown on my Q was essentially at zero and I could spam it.

This happened twice, both at enemy base. I'm also pretty sure the ult was at a 10 second cooldown, but I can't be sure.

But I am sure that it was a Summoner's Rift beginner bots and not URF or any other special mode.

I'm actually not certain if this also happened to the other players, but on my screen, their champions were spazzing around. When I asked people about it in the chat, they didn't say anything so I don't know if the glitch also got to them too.
