HIGHLIGHTED MOUSE?

Sometimes while starting the game, and sometimes randomly after fighting, my cursor will be highlighted, DISABLING me from doing any actions EXCEPT moving my champion,using summoner spells and pressing skill shots,

targeted abilities and attacking and pressing the shop and viewing the top right corner details all get disabled!

the only fix i found is to leave the game and rejoin, but that process takes away about 3-4 minutes of playtime, either completely crippling my lane phase or sometimes even completely ruining a team-fight/1v1, i would like to know why this is happening and how i stop it.
