I have bug in game since latest patch, Whenever i try to write in chat i get this exp:
" ,,Hello,i,,,go,,,jungle" I can't write normal instend of space i get commas i try by chanching system locale keyboard options but nothing works! In any other game i don't have problem just in LOL...

This is a known issue when you bind certain keys (IE: `, ^, etc.) to an item.
For now you can unbind that item to resolve the issue temporarily - this should be fixed in a future patch, but it hasn't been confirmed which as of yet I'm afraid.
A player has also posted their workaround for this to enable you to use the item, I can't validate how well it works but if you want you could give it a try: http://forums.euw.leagueoflegends.com/board/showthread.php?t=2023062
