Anivia Q, and Velkoz ult are bugged

Anivia Q moves as fast as a lux snare. Velkoz is able to turn about 4-5x faster than he's supposed to while ulting. (this makes it almost impossible to dodge)

Not sure what caused this... but it's pretty stupid. :/
