Leaverbuster

I'm currently having problems with the leaverbuster queue. The first time today I waited the full 20 minutes then someone dodged and it put me back in regular queue however afterwards I waited 10ish minutes without getting a single matched game (which is highly unusual for my elo at this time of day) and it didn't proc leading me to believe that it was continuing on as if I wasn't in queue. The very time I tried to join queue, I waited the full 20 minutes but upon the end of the 20 minutes it took me back to the homescreen and not straight into the normal priority queue (I was watching at the time so it couldn't have been me missing a match). What exactly is going on? I've waited close to an hour and a half at this point and not gotten game due to 2 bugs. Thus if I complete this 4TH lower priority queue it is going to have been at least 2 hours since I intended to play for me to actually get in game. Please fix this. If a punishment is going to be meted out it needs to be done fairly otherwise it is going to be far harsher than was actually sentenced. Thank you.
