[GAMEPLAY] could not buy a Raptor Cloak in howling abyss

When playing an aram game (as janna) I was not able to buy a Raptor Cloak , but i was able to buy a Talisman of Ascension . I have tried this again in a custom game and it was the same, I could not buy it.
