Chat window position resets every single game

As stated in title, in every single new game I play, my game does not register the Chat window's position.

I have both the minimap & team frames on the left. There's a space between those where I wish to put the chat, with some UI overlap I don't mind.

What changed? New computer, clean Windows 10 install of League in SSD, C: root default folder. New screen is bigger, so I play in small screen instead of fullscreen. Turning on full screen does not remember the custom position, so I turned it off again.

Custom "fixes" that mess around with the PersistedSettings.json have not fixed my issue.

This has been going on for 8 months.
