[CLIENT] Ever since 5.5 Update was released I have been unable to download the update

Okay so normally there is a two-step process to downloading an update. It downloads the first part (when that is done, it displays that the download is 33% complete), and then for the second part it says "Calculating Differences | {# of files} Files Scanned", then it scans all the files and downloads them. This second step is where I am having the issues.

When I started downloading the update for the first time I had no problem starting the second part of the download, and it read that roughly 85 files were scanned and began to download them. For whatever reason, my internet was being really really slow (like 40-60KBps) so I was recommended to restart the download. After closing the Patcher and re-opening it, it did not restart the entire download as it normally has in the past, it just restarted the second part of the download. Again, so far so good.

Now the problem I am having is that it does not stop counting the # of Files Scanned. As I mentioned before, when the download was working properly, it read only about 85 files were scanned. Now it is literally not stopping counting files. At one point I let it run so long that it said that that over 7500 Files were scanned, and it didn't once start actually finishing the second step of the download process. As you can tell, a never ending number of files being scanned is quite different from the (roughly) 85 that were scanned the first time. How I can fix this is beyond me, all I know is that despite trying everything it still will not work at all.

I have already put in a ticket for support and received a response, and he gave me several different things to try to fix the problem, but alas, none of them worked at all. I have also tried to Repair the files, but it gave me the same thing, an endless number of files being scanned. So it seems like I have tried everything but I still cannot play the game.

I honestly have no idea how to reproduce the problem I am having, I mean I barely even understand the problem on it's own let alone how to cause it. And this happens every single time I open the League Patcher, regardless of how many times I restart my laptop, or whether or not I run it as an administrator.
