Misterious frame rate and ping loss, can't move but see the game live.

Is this a thing with windows 10 or what? I keep getting misterious frame rate loss followed by a ping increase, it lasts for 2-10 seconds, I can't move but still see the game live, everything registers, the damage, the timers, the cooldowns, I just can't get my character to move or use its abilities, sometimes when it snaps out of it it lauches the abilities as it had had them queue while the strange lag was happening.

This happens at least 5 times per match, I have decided to stop playing so I don't ruine other peoples games.

Edit: forgot to mention that is not internet connection issues, I actually called comcast and requested a technician, which checked from the entire connection from the street to my home, also other internet services don't lag, in example video streaming.
