ARAM Freljord quest

When the Freljord (Ashe vs Lissandra vs Sejuani) quest appears, it's now not about who kills either of the other queens first, but who gets a kill/assist first regardless of who dies after the quest appears.

I just played as Ashe vs Sejuani, and I got my crown after getting an assist in killing Varus. So I assume that means Varus is a queen now? If it were Taric or Ezreal, I could understand it, but Varus...it just doesn't make any sense. :/
