buying items such as and more unique CDR items are stacking when they should not be which could result in a game changing ability cause that person had his ability up before his opposition or vice versa

Unique passives from different items stack. Unique passives from the same item does not stack.

item 3108 item 3114 item 3024 = 30%

item 3108 = 10% CDR

item 3108 item 3114 item 3024 these will still give there 10%cdr despite what it says. If you try and buy two of the same one your cdr will not go up. You have to be new to the game to not know this.
