[CLIENT] Client (and sometimes the game itself) is unusable for weeks

Not only for me, the client is very very slow, most of time I cannot even log into the game because of an "unknow error". I cannot start the game, because it's loading for minutes, and eventually I got bans because "I" left the champion select. But that's the better case, sometimes I cannot even start the match : "Waiting for server" for hours, millions of error messages including "pvp.net is not available", and "you have been disconnected from chat service", ect. A few times as soon as the game start to load, an error appear in the background (so I cannot read, just hit the Enter key), the game crash so I have to restart. Finally I can go back after several minutes, and who is the guilty? Sure, ME, type "I Agree" not to leave the game. Well, thanks... :/ I read somewhere in LoL forums that others have the same problem, but the answer (of course) "the problem is with you/me", try set this and this - I tried, and (of course) nothing helped. Furthermore, for several days the game start to be lagging too: it's just like a thunder - I have 10.000ms ping, the game stops for seconds, then everything goes back to normal. (yes, usually when I attack enemy champions) Maybe it's important that I'm from Hungary (as I see, players not from Hungary does not meet this problem).
