[Gameplay] The slow of Ekko's q doesn't consistently land

I've wasted MANY flashes and/or missed out on kills as a result of this bug. I'm not quite sure how to explain it, but I think it's an unintended consequence caused by these two traits of Ekko's timewinder:
- the slow isn't on-hit; it's a slowing field created by the projectile
- the projectile itself slows down when it hits a champion
Somehow they conflict and the result is a skill that sometimes slows and sometimes doesn't despite landing. I mean... if it directly hits someone I'm pretty confident it should be slowing them lol.
