I was removed from play because someone logged into my account. I promptly relogged in an effort to kick them out as well, and then changed my password. When I logged back in, I had 11,965 IP when I know that I'd barely had more than 3150 and just spent it buying Twitch. I don't want to get in trouble over the discrepancy.

To try to help you: First check if you have Twitch. It's possible the purchase didn't go through or they refunded him on you.
Second, obviously run a virus scan etc... to try to prevent someone getting hold of your new password.
I doubt you'll get in trouble over that small an IP difference. While you are responsible for all activity on your account (and thus someone 'hacking' and then breaking a rule could get you banned) I doubt Riot would do anything like that over 8000 IP. I mean, give yourself 400K IP and we'd be looking at punishment. You're looking at such a small amount that I doubt they'd even care.
