leaver buster timer keeps refreshing

I am recently experiencing a leaver buster timing due to my DC in recent games. I have valid reason for that: my wireless was jam a few times. But nonetheless i am in the low prior queue. I don't blame and i know i deserve it. However, there is another problem where by the leaver buster waiting time is kept on refreshing! I left my mac open for 1 whole days and the result the still the same: 10 min waiting time. I don't mind waiting for 10 min to play another game, but this is really getting out of hand. It is really wasting my time for the long wait, which is not even specified the length of time i need wait. What is the purpose of that 10 min waiting time if the timer is kept refreshing? Riot, Please look into this matter as soon as possible because so many players having been experiencing this and no official answer has been given to us. Thank you.
