Honor Level

So I got a chat restriction back in early December and I'm still honor level 1, checkpoint 1. Is this intended, because if it is, that seems way too harsh. I'm level 100 so I'm pretty active and at this rate, I'll never even get honor level 3 by end of season. [cass-cry]
