Is Hecarim broken?

When i played a custom game against bots ( to try out Hecarim as i have not played him before) I would jump in to fight three people ( any random characters on there team) and sometimes Hecarim would just stand there. i could not use ability's or move. My ping was fine and i had 200 frames consistently. Is anyone else having this problem?
