Getting Hextech Annie from a Premium Chest

Hey everyone. I was just fiddling around with chests on the PBE and around my 15th premium chest I unlocked Hextech Annie Skin Permanently. I did not have the skin shard before, and I only had 3 purple gems at the time. So I wanted to see If it would let me craft her again, so I bought a bunch of the premium chest bundles and crafted her with 10 purple gems, which just unlocked a shard for her since I already had the skin. It says she is a 2450 RP skin, and that you get 1225 orange essence for disenchanting her (my pulsefire ezreal [3250 RP] is disenchantable for 1083 essence.) Now I am not sure why I was able to unlock her in the premium chest, if that was a bug or intentional. It shows the annie skin is for sale in the pbe store, and I am assuming so people can test the skin, but will it be possible to get a shard or the permanent of her skin on live servers?
