Can't join game because league doesn't load

For a couple of months now, sometimes when I start a game, league bugs out and doesn't load. I see 0% for everybody on the loading screen and my ping is shown as 0 too.

Another issue that I've been having (may or may not be related) is that champ select sometimes doesn't allow me to select the champ or runes that I want or doesn't let me see what champ my opponent has taken. However, i can see the timer ticking down to 0. When it reaches 0, the client either stops for a while and suddenly shows what happened or it makes me dodge the game unintentionally because I didn't lock in. Edit: Since I posted this it has happened about 3 times. It's really annoying me now :(
