[GAMEPLAY] Tahm Kench always has his ult

The little green Ult indicator over the summoner icon always says he has his ult. It's probably some code from his old passive he gained at level 6 before he was reworked in 6.13. But now the damage is from his passive rather than from the level of his ult. I play a lot of Kench with friends and they're always telling me to ult them somewhere when my ult is actually down. I tell them I can't and they say, 'Your bubbles green,' or 'Yes you do!' and then I'll ping it. It's not a huge bug, just annoying but maybe simple to fix?
