Project Yi unaviliable during snowdown

It gives out an extra mystery skin if buying a legendary skin, I really want the project Yi but why it is unavaliable !

It is there. Its just not showing up under the Legendary tagging for skins. Same goes for Omega Squad Teemo . Not sure what others aren't showing up either since I don't know what all the Legendary skins are.
