Spectate mode not working

Hello! Ken here. So I opened up my client like a regular leaguer, and while I work I like to spectate games. However, the section for spectation showed no teams until after a few restarts of the client. Then, when i finally go to spectate, I'm kicked, saying that there's a connection issue, and that the timeout request something or other. But, I have 'excellent' wifi connection (It really sucks. College wifi sucks). While I do have some ping issues, this has never happened before. THEN I force quit (Alt+f4) like always, and when I clicked on the desktop shortcut in my taskbar, it gave me a status saying something about pressing play and entering a queue. So I then ran it as admin, and it worked, but I was/am still unable to spectate. I'm not upset, but I figured a Riot Employee might know? Also I tried finding the repair option, but couldn't, despite knowing where it is. Maybe my whole client is bugged, but how does one fix that?
