Reconnecting On The Loading Screen.

I've been having problems with this since 12:00 OCE time. And basically i just want to play some league with my friends and i can't. Which is also another funny think is that my friends have no problem getting on. Like is there anyway of fixing this riot??????? Apparently it's been solved already but mine hasn't. I've tried to use the hextech tool and it has a problem being run. Wants to have administrative permissions to be able to gather information and i can't give the program it. Just greys the option out??? Like something is really fucked up since that server patch on ranked at 7:25am Oce time. Please can you give me some ways to fixing this problem.
