D3Dx9_39.dll is missing

i just updated my game i haven't played since last year and when i joined a game it gave me that error and i searched for a solution but nothing i downloaded latest version of direct x and ran it as admin but nothing changed i wonder if anyone could helpme even though i have limited internet i uninstalled the game completley and installed it again and same problem 5 hours of struggling so far and no one seems to help
