Game and timer lagging behind

During all of my games recently i've encountered the "bugs" listed.

• Walking out of base gates at 0:09 (everyone else can as well, my in game timer seems to be out)
• Blue and Red buff spawning at 1:25
• Team mates and enemies can attack dragon while it is still displaying the spawning animation on my screen
• Dragon also teleporting throughout the whole river, in some cases into the Blue buff den
