2-3 Mountain Dragons are likely to spawn if Jinx is in the game is this intended or a bug?

Around 10 Jinx games so far(small sample size, I know) so far 2-3 Mountain Dragons are more likely to spawn, This ha sonly been the case for Jinx games on non-Jinx games it's random dragons. Is this intended?
