Low Priority queue in bad internet countries

Hello, I am writing this message from Lebanon (a country with unexpected internet problems : current cut, internet lags, high ping 120 ms till 1000 ms, error locking my champion... I like this game and I would like to continue playing it with no problems but this is not possible and it's too bad. My problem is that I frequently get the 20 min low priority queue punishment before 5 games because of these unfortunat problems. I am a good player but I get so many punishments and I cannot report the connectiion lags, so can you please reduce the punishments for these countries or to let them report connection lags ?
