[GamePlay] Viktors E Causing strange Behaviors

I've noticed while playing Viktor that sometimes casting your Death Laser simply doesn't work. I will aim it like I always do, press E, click for a starting point and then move the mouse to angle the beam before clicking again. Viktor sometimes wont cast the laser if aimed outside of his range and will instead just run into range and do nothing OR he will run really close to the aimed area before using the beam. When his E gets "stuck" like this it takes a bunch of casts to get it to actually work, which in a teamfight or clutch midlane dual can really screw stuff up. Last thing, smartcasting his E just doesn't work. It makes no sense how its set up. I've tried using it like that and it would either never cast or cast in a really strange and unintended way. I'm not even sure what I'm doing to make it cast at all in smartcast mode. Anyway, that's all for now.
