Low gpu usage and mouse lag

I currently have Ryzen 1600x Gtx 1060 3gb 16gb ddr4 My problem is that my pgu usage is at about 5-15% at all times. I have tried reinstalling the game aswell as delete the config folder. On top of that my right mouse button randomly stops working and I either have to wait about 10 sec before I can use it again or press down really hard on it. I went to the store where I bought it and they told me nothing is wrong with my mouse. I have lost all hope and am thinking in quitting this game all together if i don't find a solution. Thanks.
