Client not working and account bug

Whenever I played in my other account in rank, the client will sometime stop working. It will say "Client isn't responding" and it counts me as dodging. I have to wait for a amount of time too. And my other account will not let me report a bug. My other account is level 30. The other account is Youfool1000. Plz fix Riot.
