Item Bying Bugged

SO I played the game today and I found that the game was not letting me by items (first executioners calling, then ravenous hydra) another player said it was a level cap on item buys (which is retarded but that's not for here), so the issue is that I can't by these items (hell even bloody trinkets were being a pain till I reloaded the shop), anyone else or is this as intended? if so I got a hellla post for riot in the Gameplay section.
