[GAMEPLAY] Lucian's Passive is NOT affected by the first dragon buff!

Lucian's passive at all ranks is unaffected by the increased damage buff of dragon. Really quite as simple as that; If he had 300 AD, his passive won't be doing 150. I only have screenshot proof of the final rank of his passive, but I can assure you it's affected at all of them.

I have tested the damage of the passive with many different variables. Tested it with different runes, different masteries, different items, different skins; nothing changes how much damage his passive does except for the dragon buff.

Steps to reproduce:

1. Go into game as Lucian
2. Slay the dragon
3. View the passive
