Rageblade Bug

So as I read in the patch notes they increased the cost of rageblade. I understand how strong the item is and it feels ok. But i was playing yesterday as Ezreal and I was able to cast q to get stacks and also hit minions with q to get stacks. Today after only stating a price increase it now does not stack when i q nothing or even q a minion or champion only direct AA's are stacking the item it did not say they were changing it in patch notes. If this was intended it should be stated. I know this is a strong item and a work in progress but it feels really weak not that my q's don't even give me stacks during a team fight.
