[GAMEPLAY] - Sion dying before fully stacking manaflow band causes it to go on perma-cooldown

1. Pick manaflow band on Sion.
2. Die before it's fully stacked.
3. Watch as it never comes off cooldown or lets you get more stacks.

Had 100% replication rate over the last 2 days. I think it was briefly fixed post patch but then broke again.
