Cant lock in, forcing me to dodge.

So this is the 2nd time I haven't been able to lock in this time was in ranked. Can't tell whats causing it, I have fine internet, only thing that's going on is that I'm doing my masteries before the lock in. Haven't seen this anywhere else. I also had a ban before my pick and that worked fine.
