So i just played wukong and the last 3 or 4 times I went to use my ult it immediately went on cd. was not used at all. I wasn't hit by cc or anything. just immediately on cooldown. I have a replay saved and can show it to whoever needs to see it for confirmation.

I have the same problem and when I put my mouse on it he wrote Cyclone (2) 
Just happened the exact thing to me
So... This happened to me yesterday again... I was facing a Tryndamere, that feeling was exhausting when he tried to dive me and my ult didn't work!!!!! I believe I only ulted like once and I never ulted for the second time. And when I put my mouse on it, it was Cyclone (2).
same thing happens to me any fix?
