A must read ( attempting to reconect )

this has been going for a week now so i have a "stable" ping frome 70-90 usually i dont really lag with such ping not so smooth either but never laggy but this last week i have the same ping but damn it lags ... the game freezs even tho i can still move my champ around but i cant the rest of the game or whats goingon , not the minnion not the enemyteam nothing ... and attempting to reconect message every 1 min .... i heave alots of you guys have or had the same prblm and if there is a way of fixing it ?
