[GAMEPLAY] Zilean's passive occasionally triggers his E on himself instead of leveling up his ally

On Zilean, whenever you passive is ready to be used it will occasionally trigger your E - Time Warp on yourself instead of using your passive Time in a Bottle. Whenever this occurs all previous movement commands of the player abruptly stop and Zilean stand still on the spot with his E on him.

To replicate the bug:

Get enough xp for the passive Right-Click on a moving ally while moving with them yourself See if it does anything, this bug occurs randomly. Which makes it all the more annoying whenever it just happens

I've played over 20 games the last 2 weeks on Zilean and had this bug occur in atleast 50% of the games i played. The Classic and legacy skins don't seem to really trigger it. I've had the most occurrences of the bug on the Blood Moon Zilean skin.
