Having issue while ingame Abilities animation

changed my new procesor for another new and my graphic card from gt 640 to a gtx 960 but i keep having this problem after i play 2 matches continuesly i start having a issue with the game that everytime when some1 or a teamfight starts i cant see any Ability animation just the champions moving losing hp sometimes is even worst they just stay all frozen its not like frozen paused they just dont move, after the whole fight finished, all the abilites and whatever happened there it appears all at once in 1 sec like if its a super hard lag but my fps are n 60 standar and my ping is 80-100 always not changing, i reinstalled the game and the issue is still there can some1 please answer and give an idea what it can be or what should i do? all my drivers are updated too
